Need help calculating your C2 budget?
January 31, 2018

Need help calculating your remaining Category Two budget? Here is a link to USAC’s C2 Budget Tool. You may have noticed another tool in EPC but use the one on the USAC website to see more updated numbers – ECP only shows information from FY2016 and FY2017, but not FY2015.

A few things to remember about the C2 Budget Tool:

• This tool uses FY 2017 student enrollment numbers (these are the student counts approved on your FY 2017 Form 471). Any updates made during the “administrative window” (closed on Jan. 10, 2018) will not show in this tool – meaning you may have more or less money in your budget, depending on if student enrollment increased or decreased this school year.

• This tool is calculating your budget using the FY 2017 inflation multiplier ($153.47), not the FY 2018 multiplier, which we won’t know until mid-February.

• If you have submitted a Form 500 to “return” committed funds or have a pending appeal, this information may not show up in the tool.

• Caution – I have found discrepancies in this tool that I cannot explain. The most accurate way to know your C2 budgets is to keep up with each school’s budget offline. Here’s how to calculate your budget on your own:

(Total enrollment X $153.47) – subtract – (“approved pre-discount amounts” from funding years 2015, 2016 & 2017)

Remember, you have two more funding years to use your C2 budgets – FY 2018 and FY 2019. We do not know what will happen to Category Two after FY 2019. Also, if you were denied funding due to budget issues, please reach out to us so we can determine if an appeal is appropriate.

Thank you.
